dc.description.abstract A problem exists to render a cost effective pharmaceutical primary health care service, in areas of South Africa where the services of a pharmacist are currently under-provided. This study therefore focused on the position, necessity and viability of such a health care service in the Virginia area, and was aimed at the need for such a service to the lower income groups in the Virginia area; the affordability of such a service to the lower income groups; the current cost implications of a pharmaceutical primary health care service as well as the accesability and affordability of such a service; and assessment of the viability of rendering such a service through retail pharmacy.<br><br>A representative sample of 434 questionnaires, representing Meloding township. (74,000 inhabitants), were obtained. Simultaneously a second and third data-set (pertaining 660 records and 506 consultations respectively) were compiled in a pharmacy primary health care setting, based at Merriespruit Pharmacy, Virginia. The consultations were done under the regulations as specified by a permit issued under Act 101, of 1965, Art. 22A(12).<br><br> It was found that a need exists amongst the inhabitants of Meloding township for a pharmaceutical service as close as possible to their homes. The amount of money that they are willing to spend on the purchases of medicine proved to be well in line with the average pharmaceutical primary health care consultation fee. A basis was found to establish that people of the lower income groups were willing and able to afford a pharmaceutical primary health care service if access were given to such a service.<br><br> The viability of a pharmaceutical primary health care service were found to be favourable if a certain share (�15%) of the target market make use of such a service, nevertheless certain limitations need to be considered; such as the necessity of a minimum turnover and partnership formation with local government or the State.<br><br> It was also revealed that the pharmacist's role, as primary health care service provider, is currently under-utilised and offers a solution to the primary health care problem in South Africa. en
