dc.description.abstract In order to solve poverty and unemployment in the black towns of the Witwatersrand, more than the merger of these towns with their adjacent white towns is needed. Although merging may result in a broader tax base, the problem of a basis for economic growth and development must be addressed in the short and medium term. The Black Small Business Sector can play a significant role in the development of the black towns of the Witwatersrand for three reasons. First, it may create employment and contribute to economic growth. Second, it may result in favourable structural changes in the economies of the black towns. Third, absolute and relative poverty may be reduced. It was found in this study that a shortage of infrastructure might adversely affect development in the Black Small Business Sector: the average black town infrastructure index equals 0,45 relative to the 1,00 of white towns. The standard of infrastructural services is 27%, and the capacity of the services 36%, lower than that of white towns. It was recommended that higher infrastructural development through Local Government investment should be part of any policy for advancing Black Small Business. The type of Local Government investment that was found to be most advantageous for the development of Black Small Business, was investment in roads. en
