dc.description.abstract The province of Mpumalanga has entered the second term of governance, since the historic 1994 national elections. The aim of this study is to investigate the possibilities of introducing the concept of a meta-policy framework to the province to enhance policy coordination. <br><br> Meta-policy-making, in essence, means policy-making that includes structures, processes, personnel and guiding principles. It is an advanced policy planning process sought to upgrade policy quality through application of approaches and methods depending on suitable structures, professionals and cultures. <br><br> The study gives an in-depth perspective on meta-policy drawn from extensive reading material. The study contains a literature review and theoretical assessment of meta-policy. It also contains a literature overview on organisational and institutional arrangements that are conducive to the enhancement of the impact of meta-policy. The study presents a global experience of learning by devoting a Chapter on international trends in policy-making. <br><br> The findings of this study reveal that in Mpumalanga, and in South Africa as a whole, the concept of meta-policy has not been adequately explored and applied to macro and functional policies and also to improve the institutional arrangements of governments to support policy-making. Generic recommendations on institutional arrangements are suggested. The study also contains specific recommendations that are pertinent to the province of Mpumalanga, which forms a case study in the report. en
