dc.description.abstract Telecommunications regulation in South Africa must deal with many complex local and global changes including deregulation, customer service, competition, technology, and socio- economic development. A regulatory environment characterized by stability, slow change and monopoly must now face the problem of managing the chaotic rule-free internet, competition from hitherto unknown and converging technologies, more demanding stakeholders, as well as global deregulation. The main objective of this project report was the creation of strategic frameworks for analysis and management of the telecommunications regulation problem.<br><br> The main policy drivers of the telecommunications regulation problem were identified using interpretation of statutes, inductive application of comparative international analysis, published data and published analysis. The analytical tools employed included the novel application of systems approaches that yielded examples of facilitated dialogues and other mechanisms for managing the telecommunications regulation problem. The chief recommendation is that systems approaches be proactively implemented by regulators, telecommunications companies and other stakeholders as strategic tools for knowledge management and change management in the telecommunications regulation environment. en
