dc.description.abstract Local government is regarded as the most important level of government that can best deliver basic services to its community. Services and functions that local governments, like the Potchefstroom City Council, have competence on are stipulated in the Constitution. It is expected that local governments deliver quality and affordable services to the community. This means that the local government has to have necessary resources, like finance and personnel, to carry out its duties. It is sometimes the case that the local government does not have the 'in-house' capacity to deliver certain services. This situation may result in the privatisation of those services. Privatisation, although intended to deliver effective services, often has its negative side-effects like retrenchments and low-level morale among workers. The Potchefstroom City Council has privatised some of its services and there are indications that other services will also be privatised. The process of privatisation has to be carefully managed in an attempt to minimise possible conflict that may result from differences of opinion by different role-players / sectors on privatisation. In managing privatisation at the Potchefstroom City Council it is important to have knowledge of: (1) The attitudes of different sectors towards privatisation; (2) Whether acceptable bargaining arrangements to discuss problems related to privatisation exist; and (3) Whether different role-players are satisfied with the role that they are playing in the privatisation process. It is the intention of this study to determine these aspects at the Potchefstroom City Council. en
