dc.description.abstract Points out the politically sensitive nature of trade negotiations in general and agricultural trade in particular, as well as the urgent need for the liberalisation of trade distorting agricultural policy measures within the international context. This study endeavours to apply the existing GATT rules and disciplines as well as the proposed new rules and disciplines as contained in the Dunkel Text which may be applied under a Multilateral Trade Organisation (MTO) to the trade-related agricultural policy of South Africa. Some guidelines to possible alternative protection and support measures which may be accepted under MTO rules and disciplines are indicated. The Dunkel Text contains the first concrete suggestions on how agricultural trade can be liberalised in order to correct and prevent protection and distortion in world agricultural markets. The liberalisation of agriculture affects market access, export competition, domestic support and sanitary and phytosanitary measures. If the Dunkel Text is accepted by participating countries and implemented by South Africa, Article 87 of the Marketing Act as well as the Import and Export Control Act will not be applicable. This means that control boards will lose their statutory power on agricultural imports and that all quantitative import control measures on agricultural products will have to be tariffied. Depending on the level of the tariff being applied, domestic prices of agricultural products will have to become more market related. en
