dc.description.abstract The survival of an organisation is dependent on its ability to develop a technology which exploits resources and utilises them effectively. Recently established organisations are, however, not able to make these assessments and predictions. This study develops a programme to ensure the survival and continued growth of the specific organisation. The research has discovered a programme created by the Department of Welfare, but this programme does not make allowances for the development of new services. By adapting this programme, linking the system perspective to the programme format and the organisational life cycle theory, the aim of this study has been fulfilled. The co-operation of the policy makers of the organisation has been crucial to the implementation of this research. The support and drive of the policy makers to achieve their goal has ensured the feasibility of this study. en
