dc.description.abstract The purpose of this study was to determine the contribution that the Public Servants Association made as an employee organisation in the establishment of the Public Service Labour Relations Act (102/1993). To achieve the above-mentioned goal in this study, attention was given to the following aspects: * The international labour conventions and recommendations * The application of the international conventions in other countries * The necessity of labour legislation for the South African Public Service and the role of the Public Servants Association in labour relations * The contribution of the Public Servants Association before and during the negotiation process to establish labour legislation for the Public Service * The evaluation of the labour legislation from the perspective of the Public Servants Association, taking into account the provisions of the international labour conventions and recommendations. Information was obtained by the study of correspondence, minutes, relevant legislation or draft legislation as well as memoranda which was handled by the Public Servants Association during the process of establishing labour legislation for the Public Service. In some cases the information that was obtained was further elucidated through interviews with the General Manager of the Public Servants Association and by doing a literature study. On the basis of this study it was found that the Public Servants Association, as the largest acknowledged employee organisation in the Public Service, played a leading role and on the side of the employee organisations, through negotiations, made a major contribution to establish a labour law for the Public Service through which the public officials obtained significant bargaining power. en
