dc.description.abstract This research establishes guidelines and rules for the scientific selection of student councils at secondary schools. The democratic method of electing student councils is educationally speaking the most desirable. The number of pupils serving on the council is determined by the boy/girl ratio, the number of pupils in the school and the number of committees. Teachers, the incumbent council and standard 8, 9 and 10 do the nominations. The sexes vote only for their own sex. Teachers make additional nominations and exercise their veto only during the nomination procedure. The principal has a veto at any time. The different sexes and language groups have proportional representation on the council. All pupils have the franchise, but the votes of each standard group carry different weights. Potential headboys and headgirls (according to the number of votes they receive) are invited for interviews with the staff or a selection committee. The candidate is then evaluated according to certain criteria. en
